The Government Accountability Office (GAO) estimates that 90 percent of today’s fastest-growing jobs will require some form of postsecondary education. Meeting these increased demands will require a robust public workforce system that can address the needs of a diversity of jobseekers—including individuals with low literacy skills and limited English proficiency, dislocated workers transitioning to new occupations or industries, and young people seeking to enter the labor market—while responding quickly and effectively to the skill requirements of employers.

Due to be reauthorized nearly a decade ago, WIA has failed to keep pace with changing economic conditions. The law’s original emphasis on short-term training and rapid re-employment is increasingly inconsistent with growing demands for longer-term training aligned to high-growth and emerging industries.

Michigan HRDI was one of eight states to receive funds from the Working for America Institute to provide outreach and direct technical assistance to trade- affected workers and their representatives on the provisions of the TAA program. We’ve been working with union representatives, State and local officials, company officials, and union and non-union workers to help them to better understand the TAA program.

We’re pleased to announce a new on-line resource to help educate the public, and in particular, trade-affected dislocated worker populations in targeted industries who may not understand the TAA petition process and benefit eligibility requirements and/ or what it means to be covered by a TAA certification. This new site contains a short video on TAA, information on Training, Healthcare, Job Search, and Relocation assistance. Visitors to the site can download a TAA Timeline and Checklist, access information on How to File a Petition and hear the Real Voices of people affected by Trade.

Legislative Changes in TAA

On October 21, 2011, President Obama signed the Trade Adjustment Assistance (TAA) Extension Act of 2011, which changes the group eligibility requirements, and individual benefits and services available under the Trade Adjustment Assistance program, for some workers. Master Trainer Certification - Aaron Leson

Aaron Leson, WIA Youth Program Manager, M-HRDI under contract to South Central Michigan Works! recently achieved the rank of Master Trainer in Dallas, TX through the National Career Development Association. The National Career Development Association (NCDA) is the premiere professional organization in career management. NCDA inspires and empowers the achievement of career and life goals by providing professional development, resources, standards, scientific research, and advocacy.  Aaron is now a member of a select group of 60 individuals worldwide who have achieved the status of Master Trainer since 1998.

Potential Master Trainers are selected through a rigorous application process.  Selection is also based on experience in career management, regional location, expertise, and professional commitment.  The status of Master Trainer designates individuals who are experienced and knowledgeable professionals who train others to become instructors in NCDA’s international Career Development Facilitator program.

Continuing Education Units are Available from Michigan Human Resource Development Inc. for Global Career Development Facilitators

Michigan Human Resources Development Inc., (M-HRDI), is a CCE Approved Continuing Education Provider (ACEPTM) and may offer CCE approved clock hours for events that meet Global Career Development Facilitators (GCDF) continuing education requirements. M-HRDI is solely responsible for all aspects of the program. Global Career Development Facilitators work in government employment agencies, schools, universities, corporate human resources departments, private consultancy firms, and other settings. They help people meet their career goals by providing career facilitation and guidance.

Over the last three years, M-HRDI Trainers have provided Global Career Development Facilitator Training to Michigan Works Agency staff, service providers, for profit, and non-profit workforce development organizations throughout Michigan. Now, M-HRDI is able to offer courses structured to meet the CCE approved method for earning continuing education units, and course content aligns with the twelve GCDF competency areas. These courses are geared toward professionals in the field of career development and will enhance the professional’s role as a career development facilitator. Global Career Development Facilitators (GCDFs) are required to recertify every five years by accruing documentation of 75 contact hours of continuing education activities that meet guidelines established by the CCE and espouse the twelve GCDF competency areas.

In order to be successful in gaining and keeping employment, job seekers today and even more so in the future, must possess a variety of enterprising skills.

“Some unemployed workers know their ability to sell themselves and their skills and will succeed in finding new employment. Others however, due to a shortfall of jobs, rusty or undeveloped job search skills, need help provided by certified career facilitators or advisors.” Says Walt Lodes, Regional Manager for Michigan HRDI.

Career and Workforce Development programs face increased competition and heightened expectations from customers and funding sources. Services delivered by certified individuals and accredited organizations provide the competitive edge necessary and identify strong programs that have high standards. The GCDF is the premier credential recognized by CCE and the National Career Development Association (NCDA).

Michigan HRDI is the only Center for Credentialing and Education accredited High Performance Career Development (HPCD) organization in Michigan. The accreditation recognizes career and workforce development programs meeting high standards and operating with continuous-improvement and customer-focused services. M-HRDI instructors are certified by the Center for Credentialing and Education and recognized and registered on the National Career Development Association (NCDA) Instructor Registry.

Michigan HRDI offers three courses that align the twelve Career Development Competencies to the workforce development efforts in Michigan. Each course is comprised of four of the twelve principal competencies, providing plenty of opportunity to build skills and knowledge in areas that are new, as well as enhance and develop those competencies used every day by career facilitators. Courses can be customized for individual competencies to meet specific needs of agencies and organizations.
